The RPGs- An RPG Collection

Description of Site A new site that needs new members everyday, but it is pretty active. We have reached the line where we don't need members desperately, but we still have very little. This site is basically a site that collects RPG sites, and it also has roleplaying and fun games. You can get help on your site and get codes if you would like. It is strict and literate so we expect people with good grammar and punctuation to show it. The site is good for just hanging out and chatting. Show your amazing art and getting good feedback, and have it get posted in the newspaper, and have your site become the site of the week. Join now and you won't regret it!

But, he forgot about the prophecy
The master of shadows shall rise and strike the master of sun just as he comes to the peak of ultimate power.

Step 1: Make a new file, the size doesn't matter, and make the background white.

Step 2: Go to Filter>Texture>Grain
and use these settings...

Step 3: Now go to Filter>Artistic>Neon Glow
and use these settings...

Step 4: And go to Filter>Stylize>Glowing Edges
and use these settings...

You're done!
