Step 1: Make a new file, the size doesn't matter, and make the background white.
Step 2: Go to Filter>Texture>Grain and use these settings...

Step 3: Now go to Filter>Artistic>Neon Glow and use these settings...

Step 4: And go to Filter>Stylize>Glowing Edges and use these settings...
